Nicoleta Elena Kaba is County Chief Inspector at the Timiș County Construction Inspectorate, part of the Romanian State Inspectorate for Construction (ISC), where she oversees regulatory compliance, quality control, and enforcement in the construction sector.
A Building Services Engineer and PhD, she is a certified Grade I Energy Auditor for Buildings and Building Services and a certified Energy Manager for Local Authorities, with professional and research expertise focused on energy efficiency, sustainable building services systems, and urban development. She has been an active member of AIIR since 2016 and ASHRAE since 2025, currently serving within the ASHRAE Danube Chapter as Co-Chair of the Research Promotion Committee and a member of the Government Affairs Committee. Her professional activity promotes sustainable and energy-efficient building solutions, high standards of construction quality and safety, and stronger collaboration between academia, public authorities, and the engineering community.
